I tried recently I got some errors,
http://dl.atrpms.net/f10-i386/atrpms/stable/repodata/repomd.xml: [Errno 14] HTTP Error 404: Not Found
Trying other mirror.
Error: Cannot retrieve repository metadata (repomd.xml) for repository: atrpms.

Maybe you're right.
I haven't tested it with Zend Studio 7.x.
